In a world where superpowers are the norm, Hiro Kazuma has a life that no one would envy.

Born without any powers, Hiro chooses to patrol the bustling streets of Musutafu City as a vigilante, helping the needy and stopping the occasional robbery.

It was a simple enough life, but not all threats to the city come in the form of moustache-twirling villains and snarling bank robbers.

After meeting the CEO of a support item company, Miles Cooper, in a chance encounter, the vigilante is given a chance to improve his capabilities as an unofficial hero. In return, he is to work with Miles to investigate a corrupt politician, Yamato Gouma, who is apparently hell-bent on bringing the whole country to his heel.

But without the law and hero reinforcements on their side, the duo have to face one of the most powerful men in Japan all on their own.
